For vinyl records, there were a variety of speed standards that were developed at different times, and multiple-speed units were manually selectable for playback. VCRs started out at one speed, and then it was found that people were willing to sacrifice quality to fit more on a tape. Same with DVD. Those use auto-detect for proper speed playback and can't be manually selected. But there is only one speed standard for MP3.

The only way to hear MP3s at a different rate is to process them through an audio program on a computer to create a new file at the new speed.
