Nero burning Rom can help you with burning the CDs in the proper format.
However, Nero is pretty slow for converting the Divx video into the MPEG format. 

Therefore, encode your Divx to a standard VCD Mpeg with TmpgEnc, and then burn the file with Nero as a Video CD.
If you want standard Video CDs, TMPGEnc is free. If you want Super VideoCDs, that use MPEG2, you will need to buy the full TMPEGEnc software.
