It is one of the bundled iLife applications - along with iMovie, iPhoto, GrageBand... When you are in iMovie - with that video project window open, there will be a "Burn" icon in the lower right if you are using pre-'08... If you are using '08 or '09, up on the command line, select Share to DVD... Or if you save/export the iMovie project as a high quality MOV video file, you can launch iDVD by itself and drag that video file into iDVD... then burn it... By using iDVD.
